Oracle and NetSuite e-invoicing in the UAE: no native route, and 16 providers who will not say which Oracle
Why Oracle users have one route and SAP users have two
SAP Middle East & North Africa is on the register. You can run e-invoicing natively through SAP DRC inside your own landscape, or appoint a third party. Two routes, and leverage in the negotiation. See the SAP guide.
Oracle is not on the register. Whatever Oracle's own compliance tooling does elsewhere, in the UAE the accredited party transmitting your invoices must be one of the 52. There is no in-Oracle fallback, so the connector question is the whole decision.
"Oracle" is four products, not one
This matters more than it does for SAP, because Oracle's portfolio was assembled partly by acquisition and the pieces genuinely do not share plumbing:

Totals across the register: Fusion 6, NetSuite 7, EBS 3, JD Edwards 2. If you are on EBS, three providers have said in public that they handle it — everyone else you will have to ask.
If you run NetSuite, read this part twice
NetSuite users are the group most often misled by a connector list, in both directions. Saying "we're an Oracle shop" invites a provider to answer about Fusion; saying "we're on NetSuite" can make an enterprise-focused provider walk away from a deal it could serve well.
Seven providers name NetSuite: Advintek, Comarch, Complyance, Fynamics, Infinite IT, KPI Suitetech and Victorian. Only one of those — KPI Suitetech — runs NetSuite as its core practice rather than listing it, which is the closest thing to a NetSuite specialist on the register.

Of the 25 Oracle claims, exactly one has been confirmed to us by the provider rather than read off a website: Casim confirmed on 30 August 2026 that it is ERP-agnostic and builds its connectors itself, naming Oracle among them, alongside a standard integration of roughly 6 weeks, native multi-TRN support, inbound and outbound on all tiers, and banded pricing from AED 2,900/year. Casim does not name an Oracle product line either — so even the confirmed claim leaves question 1 below open. That is not a criticism of Casim; it is what "confirmed" honestly covers and what it does not.
Six questions to send before you sign
"Fusion Cloud 24D", "EBS 12.2", "NetSuite 2026.1", "JD Edwards EnterpriseOne 9.2". If the answer is "Oracle", nothing has been answered.
For EBS especially, ask whether this is a productised connector or a services project — the difference shows up in both price and timeline.
Orchida is the only provider on the register publicly using the word bi-directional. Make everyone else state it explicitly, or your AR team reconciles in a portal forever.
Unpublished for 27 of the 52 providers. For a group running several Oracle ledgers or NetSuite subsidiaries, this is the question most likely to surface after signature.
The UAE model is a five-corner exchange — you will receive as well as send. Get it in the contract, not the demo.
A demo on the vendor's tenant proves nothing about your chart of accounts, your document types or your customisations.

The dates you are working against
Because there is no native fallback, Oracle shops carry slightly more schedule risk than SAP shops: if a connector turns out to be a project rather than a product, there is nothing in-ERP to fall back on. Scope the EBS or NetSuite question first, not last. Details in the four deadlines, and on who runs the mandate in MoF versus FTA.
