How we grade provider data — and what each label is allowed to mean

In one paragraph: we cover every provider on the UAE Ministry of Finance register — all of them, whether or not they talk to us. Each provider is graded on the same 12 decision dimensions, and every cell carries one of four labels: Confirmed (the provider told us in writing, with a name and a date), Public claim (they say it, we have not tested it), Partial (they address the topic but omit the part that decides anything), or Not published (we looked and found nothing). We never infer a missing value, never import a figure from another directory, and never let a question we asked become an answer we received. Where we get something wrong, the correction stays on the page.

Why a methodology page exists at all

Anyone can list the company names. The difficulty in this market is not who exists — the Ministry of Finance publishes that. The difficulty is that the things which decide a contract are mostly unpublished, so a comparison is only worth what its sourcing rules are worth.

So this page is the part you should read most sceptically. If our labelling rules are loose, everything else on this site is decoration.

The four labels

Confirmed ✓
The provider stated this to us in writing. We record the named person, their company address, and the date. Confirmed data supersedes every public claim on the same page, and it is shown with its date so you can judge how fresh it is.
What it does not mean: it is not an audit and not an endorsement. We are reporting what the provider committed to in writing — which is exactly what makes it useful in a negotiation, and exactly why we timestamp it.
Public claim
The provider states this in its own materials — website, documentation, datasheet, app-store listing. We link the source so you can read the original wording rather than our paraphrase.
What it does not mean: we have not tested it, and marketing pages age badly. "Integrates with SAP" can mean a certified add-on or a developer who once wrote a CSV mapping. Depth is the thing to ask about, and a public claim never settles it.
Partial — gaps
The provider addresses the topic but omits the decision-relevant part. Naming three pricing tiers without a single number is the commonest example; so is "enterprise-grade security" with no named certification.
What it does not mean: it is not an accusation of hiding anything. It is a flag that this cell will not survive contact with a procurement question, so ask it early.
Not published
We searched the provider's own materials and the register and found nothing on this dimension. Only the provider can close it, which is why every provider page ends with the exact questions its own gaps generate.
What it does not mean: this is not a negative finding about the provider. Plenty of excellent providers simply do not publish contract terms. Read it as "unanswered", never as "no" — treating silence as a defect would be the same error we are trying to correct.

What we measured: the disclosure gap, in numbers

Grading those 52 providers across 12 dimensions produces 624 data points. Because we applied the same rule to every cell, we can report the shape of the market's silence rather than assert it:

Broken out by dimension, the silence is not evenly spread. It clusters precisely on the terms that bind you after signature:

* Read the pricing row carefully — the bar here is deliberately low. "Addressed" counts a provider that says anything about how it charges, including a "request a quote" page or tier names with no figures. Only six of the 52 publish actual numbers, which is the figure we use everywhere else on this site and in our pricing transparency review. We are showing you both because the difference between the two numbers is the finding: many providers discuss pricing at length without ever printing one.

The pattern is consistent and worth stating plainly: providers publish generously about capability (what the software can do) and almost not at all about commitment (what you owe, for how long, and what leaving costs). Segment fit is disclosed by all 52; contract terms by two. That asymmetry is the entire reason this project asks providers questions in writing instead of scraping websites.

Per provider, the median is silent on 3 of 12 dimensions. Six providers are silent on half or more.

Five providers publish something on all twelve dimensions. That does not make them the best choice for you — coverage is not quality, and several still fall in the "Partial" band on the numbers that matter. But publishing at all is a real and unusual choice in this market, and it deserves naming:

Why we do not publish a "least transparent" ranking

We could. We have the data, and the six quietest providers would make an easy headline. We do not, for two reasons. First, it adds nothing for a buyer: you care about the three providers on your shortlist, not a league table. Second, a shame ranking punishes providers for the exact behaviour we are asking them to change, and a provider that expects to be attacked will not answer a questionnaire. Every provider's page already shows precisely which of its twelve dimensions are blank, so nothing is hidden — it is simply not ranked.

Where the data comes from

  1. The register itself. Provider identity and accreditation status come only from the UAE Ministry of Finance's own two pages — the accredited list and the pre-approved list — never from a third-party directory. We record the date we checked, because the register changes.
  2. The provider's own materials. Website, docs, datasheets, app-store listings, published certifications. Each claim on a provider page links to where we read it.
  3. Written answers from the provider. We sent all 52 the same questions in the same order, so answers are comparable rather than anecdotal.
  4. Independent signals — review platforms, Peppol directory membership, app-store presence — kept in a separate section and never merged into the provider's own claims.

Our correction record

A methodology is only as good as what it does on a bad day. Both corrections below are still live on the pages where the error appeared, with the note attached — we do not silently edit:

Correction · 1 September 2026

We described the register as holding 52 providers (48 accredited + 9 pre-approved), checked 31 August 2026. On 1 September 2026 the Ministry of Finance list showed 48 fully accredited and 9 pre-approved under final accreditation assessment — a total of 57. Five providers had been added after our research pass: BBIT Accqrate Technology, Namiri Technology Services, PACT Software Services, Ravera EInvoicing Services and Webtel Technologies. Their pages now exist but are marked not yet researched, which we keep strictly separate from not found publicly: the first means we have not looked, the second means we looked and the provider publishes nothing. Every statistic computed before that date still refers to the 52 providers reviewed on 31 August and is labelled as such. Source: MoF register.

Correction · 31 August 2026

We described the register as “52 accredited providers.” The Ministry of Finance distinguishes 48 fully accredited providers from 4 pre-approved ones still in final production assessment. Our total was right and our label was wrong — and the distinction matters commercially, because only the 48 can be appointed today. Corrected across every page on the site; the nine pre-approved providers now carry a status caution on their own pages.

Correction · 31 August 2026

Our QuickBooks guide listed ten providers as publicly claiming QuickBooks connectivity. One of the ten appeared in our research file's “gaps for the provider to confirm” section — a question we had asked, not a claim they had made. The correct count is nine. We would rather publish nine we can evidence than ten we cannot.

Stated honestly, because a methodology that only lists strengths is marketing:

نغطّي كل المزوّدين في سجل وزارة المالية — الـ52 جميعاً، سواء تعاونوا معنا أم لا — ونقيس كلاً منهم على المعايير الاثني عشر نفسها. كل خانة تحمل واحداً من أربعة تصنيفات: مؤكَّد ✓ (أخبرنا المزوّد كتابةً، باسم وتاريخ، ويَجُبّ ما سواه)، وادّعاء منشور (يقوله المزوّد في مواده ولم نختبره)، وجزئي (يتناول الموضوع ويُسقط الجزء الحاسم — كذكر باقات التسعير دون أرقام)، وغير منشور (بحثنا فلم نجد شيئاً).
