Which UAE e-invoicing ASP should you choose? The five filters, in order

Answer first: there is no single best UAE ASP, and any page that names one without asking about your systems is selling something. "Best" is a fit conclusion driven by four variables — your accounting system, your number of TRNs and entities, your monthly invoice volume, and your deadline phase. The reliable method is mechanical: filter the register to eligible providers → shortlist three that genuinely fit your stack → force all three to quote one identical scope. Below are the filters in the order that eliminates the most candidates fastest, the shortlists by profile from our review of all 52 registered providers, and the RFQ wording that makes quotes actually comparable.

Two of those numbers do most of the work. Only 6 of 52 publish pricing, so price comparison is impossible from websites — it has to be extracted. And only 13 of 52 publicly document how they handle multiple TRNs, which is the single most common way a UAE group discovers a problem after signing. Filter 1 — Eligibility: accredited, not "pre-approved"

This filter is binary and it comes first. The Ministry of Finance publishes two lists: 48 fully accredited providers and 9 pre-approved ones still completing final production assessment (Citytech Software DMCC, Mac & Ross, McBitss Technologies, Zennovate IT Solutions, as of 31 August 2026). Only a fully accredited entity can be appointed as your ASP today. Also check the exact contracting entity name — several providers sell under a brand that differs from the registered legal entity.

Your accounting system — and the depth of the connector

Not "do you integrate with X" but how. A published app-store app, a pre-built connector, and "we have an API" are three completely different projects, budgets and timelines. Ask which one you are buying.

Entities and TRNs

One company with one TRN is easy; a group with several is where basic connectors break. Ask whether multiple TRNs live in one account, whether each entity gets its own Peppol identifier, and what the second entity costs.

Volume and pricing model

Setup fee, subscription, per-invoice bands, overage rates, and the annual total at your volume — not the headline. Also: does the price cover inbound (AP) receiving or only outbound issuing?

Support, hosting and exit

UAE-based support and Arabic coverage with a written SLA; data residency and certifications; and what happens to your archive if you switch provider. Exit terms are the cheapest thing to negotiate before signing and the most expensive after.

The RFQ that makes quotes comparable

The reason UAE ASP quotes look incomparable is that everyone quotes a different scope. Send this to your shortlist of three, unchanged, and ask for one annual number:

Please quote a single all-in annual figure for the following scope:
[X] legal entities · [Y] TRNs · [Z] outbound invoices per month · [Z2] expected inbound invoices per month · integration with [your system, exact edition] · PINT AE mapping · Peppol sending and receiving · sandbox/UAT access · implementation · archiving for the required retention period.

Itemise separately: setup fee · connector or integration fee · annual licence · per-invoice or band pricing and overage rate · charge for the second and each additional TRN · support SLA and hours (and Arabic coverage) · minimum contract term · notice period · data-export fee on exit.

And confirm in writing: typical go-live time in days for our exact configuration, and a live sandbox test using our own data before signature.

What we can't tell you yet — and what we're doing about it

Everything above is drawn from what providers publish. What almost none of them publish is the commercial truth: real prices, real onboarding durations, real contract terms. We are collecting exactly that by writing to every one of the 52 registered providers with identical questions and publishing only what they confirm in writing, with a date. Two have confirmed so far (their pages carry a Data confirmed badge); the first full edition ships 30 September 2026 with a data cut-off of 12 September. Until then, treat every unconfirmed figure on any comparison site — including ours — as a claim to verify.

Timing: your real deadline is earlier than the official one

Appointment deadlines are 30 October 2026 (revenue ≥ AED 50M; go-live 1 January 2027) and 31 March 2027 for everyone else (go-live 1 July 2027). Subtract onboarding — published claims run from under 48 hours for a simple cloud SME to 8–16 weeks for a group — and subtract the queue that forms as the first deadline approaches.
